All the bees are female except the drones. Any egg can be made into a queen.

In the case of honey bees, a baby bee larvae is fed special food called royal jelly which helps it turn into a queen bee. In the case of wasps, and maybe other bees, not sure, there is actually a hierarchy and the next one in the hierarchy will begin turning into a queen a short time after the queen disappears. If the queen reappears, they will fight.

I don't know if you meant how or mistyped who. In a bee colony, cetain cells of unborn bees are fed a special food. This food then produces queens from the cells. First Queen to emerge destroys other cells containing future queens. If two emerge at same time they fight it out and strongest wins, kills other and begins life as queen.
