It's Lili Marlene, and Lale Andersen.

It's a WW1 German marching song, so Lale Andersen wasn't the first to sing it, but maybe she was the first one who made it really famous. Lale Andersen was Danish, and yes, her version of Lili Marlene dates from 1939. I'm sure you can find dvd's with her if you google her name together with the title of the song.
