do i just cut on the lines on the pattern and the seam allowance is already factored in... or do i go OUTSIDE the pattern and draw in a new line for the seam allowance??

Seam allowances are always figured into manufactured patterns. Just cut on the solid lines.

Don't be in a hurry when you sew this blouse. Beginners tend to rush their first piece. Slow and steady makes the blouse.
