You did not specify what size tank you have or what kind of fish you have, so I can only guess at the cause.
Sometimes, with livebearers (guppies, platies, mollies, etc) the males will follow and pester the females, pecking at their bellies. If this is the case, get some more female to dillute this behaviour.
Otherwise, it may be a dominance thing. The bullied fish is the lower one in the chain and he is being picked on. Get a few more of them, smaller ones, to dillute the aggression.
Look into what size tank your fish need. A frequent cause for aggression is a lack of tank size. All fish need a certain amount of room but some fish (gouramis and cichlids, for example) are really fussy about their territories, and if they don't have enough to share, they will fish over their neighbour's territory.

I know people are not going to agree with me
but when i have had this problem i have put the bully in a net breeding trap for a few hours if it still bully's do it again for a day or two then usually it stops bullying it tends to be timid
I only do this as a last resort its better than just getting rid of the fish

You either need to get rid of the bully fish or the fish that is being picked on. I have never been able to resolve this problem when it occurs. You're local fish store should take the fish back without any problems and let you exchange it for something else or give you a credit.

The bullies could be males trying to mate with the victim. Fish are very aggressive when they're at it. If so, it won't last long.
Look out for eggs (especially on the plants) and scoop them out into a separate container or the bullies will eat them all up...

Some tropical fish are aggressive, some are not. See someone at an aquatics store for advice about which fish work well in community with which others.

Or stop feeding the other 3 and feed only the bullied one till it's big and strong and can fight back...

You could try re-arranging your tank, to try and break it up, it may work - has never worked for me thou, and the bulliying just got worse, so i gave to a friend or you could take it back to the fish shop and they might take it for you.

all you can do to stop it are seperate them because my brother's fish, he had 4, all died because one of the fish was bullying them.
so if you want them to live seperate them or just kill the bully
