No its public schools and the dopes they produce. Drugs themselves are not much of a threat and would be less of a threat if it were not for the "war on drugs" which insures high profit margins for drug producers and distributors.
Drugs are consumed even in Prisons. Which means if we operated the entire country like the inside of a prison we would still have drugs being consumed. So it is obviously pointless to waste so many resources and accept the loss of rights necessary to run a war on drugs, when the final result is drugs will still be consumed.

That is an interesting way to look at it, but yes. Public schools are dangerous these days. Look at whats happening in the shcools. I have heard alot within from children and that is where the truth is. You can actually get any kind of dope within the schools from what I hear. Sad but true. The question is what can be done to change things within the public schools and what measures are the parents and schoolboard willing to take to make sure the changes are taking place???
