Although not in any of the places you mentioned, I highly recommend Prague, Czech Republic. It is a beautiful town and although there are a lot of tourists, it isn't as crazy as most big cities. The fireworks and festivities on the river and in the squares are the experience of a lifetime. It's only 1 hr driving from the eastern border of Germany. If you stay in the west, Rotterdam or Maastricht are pretty cool towns. Spent on new year in Maastricht and it was a great time. Amsterdam is overrun with tourists and idiots during New Year's Eve. I haven't been to Brussels so I can't comment
