I have had new carpeting before and never had this problem. We just moved into a new apartment and you can not touch anything/anyone without getting shocked first. will this ever stop or how can I stop it?

TC had a good answer, but it's going to take more than one. Put some on you heat registers, leave some water in the tub, or if you want, get an aquarium. You can enjoy the fish and get humidity at the same time. Just remember to keep some water around somewhere. You can buy a humidifier, but I don't know what your $ situation is.

Static electricity is caused from dry air and friction. Place a bowl of water in the room, 24 hours later the shocking situation ( pun intended) will be gone

it is static electricity, vacuum lots and it will eventually calm down
