How is the unusual vocal sound effect produced in the song Here (In Your Arms) by Hellogoodbye?

Is it the same sound effect that was used by Cher a few years ago in the song Believe?

It may be a vocoder, but that effect can be created with software called Antares Auto-Tune. At it's highest setting, it'll create a similar robotic effect (like Cher on "Believe")

The effect is called Vodocor which can only be made by using a sophisticated large Synthersizer board. I don't believe the smaller ones have the feature on it. You can look it up to learn more about it.
