Besides being a variation on dibber, which is the above mentioned tool for planting seeds.
It also means police (slang) - taken from the character Officer Dibble in Top Cat.

(ANS) The way I understand the word to "dibble" is that its a variation or a quilowilism (a local form of slang).

So to dibble is really just to fiddle with something or someone, to dip one's toes in the water so too speak. To fiddle in a very half hearted way, not seriously with something. To fiddle trivially, To toy with something but fleetingly so, in passing only.
