Can I fix a shower diverter that permits only a small amount of water to shower but most goes to tub filler?

Do I have to have a plumber fix this problem?

all the plumber will do is replace the diverter. First squirt a little penetrating oil on the diverter Handel and work it up and down. If that doesn't fix it. remove the spout, ( it unscrews to the left, just like a jar lid) and replace it.
