When we work, our blood circulation increases and blood needs to cool, which the body does by inducing sweating. Sweating cools the body by evaporation, but also leads to loss of fluids. So, energy is expended in working as well as cooling. So our capacity to work is reduced.

Hot climate also leads to easy food production and thus the motivation for hard work to catch the food is reduced. There are several factors for the underdevelopment. And now many hot countries are developing thanks to mechanisation.

Temperature has an effect on our comfort and comfort effects our performance. In the extreme cold it is the bodies natural reaction to curl up and shiver to keep warm. In the extreme heat our bodies want to cool down and do so by sweating. That aside when people are cold they tend to find it hard to concentrate. Also when people get hot they get tired and irritable. Why? Well it is all to do with comfort. When we as humans are not comfortable we tend not perform or work as well as we do when we are comfortable. The thing to remember is our comfort zone depends on what we are used to which is why certain people around the world can cope with high temperatures and others can not and the same can be said of cold temperatures.

the heat absorbs most of our energy which reduces the speed level of our system.we're just like machines if due to a fault a section of the machine can not work, other parts are affected.
and about under developed countries living under hot climates, they're use to it and i don't think the heat is the reason why they can't move forward, they just havn't thought of a better way to make things work out for themselves.
