worst is advertisement.
Most countries spend loads of money advertising jobs or birthday announcements for ambassadors in obscure newspapers, or on hardly watched TV channels. It's just a waste and it subsidizes all this wasted paper.
best is the roads.
Imagine if the roads were run by private companies and you had to pay to get out of your driveway? Or if they were never kept up?
Good roads means we can transport things and people more easily.

Welfare is the worst. Teaching generations of people they don't need to work or improve themselves and the government will pick up the bill. This has got to be one of the worst ideas and most socialistic ideas that has ever been put into practice in this country.
Best is highways and road maintenance. Without the highway system in this country we would be years behind where we are now economically. The highway system is what keeps this country running in high gear and keeps enough money rolling into the government so they can pay those on welfare who are worthless. Thanks and have a nice day.

Some of the worst would have to be government sponsored "art." Just because some loser isn't a good enough artist that people will pay for his "sculpture" (like a metal junk pile randomly welded together) doesn't mean my tax dollars should support it.
The best use of our tax dollars would probably be money that best benefits our men and women in uniform.

Best: Free public education (albeit it needs a very bad overhaul), military combat rediness, programs that encourage some ownership (home ownership, business ownership), grants that encourage technological discovery and growth
Worst: Welfare, grants that study the mating habits of the African Juka-shaha-wee tree living water bug, using the "lowest bidder method" (would you?), medicaid/G'vmet benefits for non-citizens, high elected officials salary, trillions in foreign aid.
