To my horror, a few months ago after a heavy rainstorm, I entered my basement to find that my slop sink was overflowing onto the concrete floor with sewage. We tried out best to control the situation and clean up the area while the city worked on removing the storm debris that was causing this. Now two months later our basement smells disgusting. I gave up on the city’s original promise to bring in a crew after about a day. I’ve purposely flooded the area of our basement where the overflow was with a bleach/water mixture, then shopvac-ed it up about 6 times. But funkiness still lingers. It doesn’t smell like sewage now, it just smells weird and bad. Short of hanging up 1000 air fresheners like something out of the movie Seven, I’m at my wits end. Does any one have a suggestion on how to deep clean concrete flooring?

One of the best substances I've ever used to remove a bad smell is ammonia. Even more effective would be ammonia and red devil lye. Go to the hardware store and ask for a brush that can with stand the effects of lye and buy two or three of them. They need to fit a long handle. Mix a bottle of ammonia and a can of lye into a 5gallon bucket of water pour a bottle of fragrance oil into it if you like. If it's a large area, you may have to do another 5 gallons or more. A squegee may also help.
Have a plumber put a valve on the drain of your slop sink and close it during heavy rains. Or keep it closed except during use to avoid being caught unawares.
If you elect not to use the lye, I think the ammonia may work. Use a bottle or two in a 5 gallon bucket.

Just keep on keeping on. Buy about five gallons of Oder Out, mop the floors with it. Place a dehumidifier down there to dry the concrete completely and your smell will be gone. After it is dry you need to paint the floors with Kilz primer and seal the concrete.

go to your local coffee shop and ask them for coffee grounds...local star bucks has a bin full of free grounds.....do not mix with water, just spread everywhere. and in two days...scrubb the grounds with a huge bristle shop broom. you can then clean up the grounds...do not use water yet. let it air out a few days....then with a damp sponge clean it....sorta like whiping. I had to do this when my basement flooded....plus the coffee will help with molding.
