Sounds like you have been infected with some variant on the Zlob Trojan. The most common one out there right now is AntiVermins, but there are lots of others.
I believe the best thing to do in your situation is invest in a commercial-grade spyware scanner. I personally use and endorse XoftspySE. You can follow these removal instructions to clean your computer of AntiVermins and any other garbage you may have.

The antivirus program AVG is good to clean out the computer. And it is free. It has daily updates that keep it current to new viruses.
Use the browser FirefoxMozilla, with that browser instead of Internet Explorer, you will not be using ActiveX software which allows the overtake of your computer.
FirefoxMozilla is free and you download it.

Looks like spyware trying to scare you into buying some unsafe products .
(1) If you have not already scanned your comp with spybot do that now .
(2) Also do an online virus scan to check what other viruses you have in your computer. If it still finds virus and spyware .

I hope you have a good antivirus program. I suggest you run a full scan in Safe Mode. This should help any self-executing viruses.
When you finish and Restart, your icons will probably be messed up. Just drag back into place.
