It used to be an exclamation. If some one was climbing your fence, you might holler HEY! Then it transpired to hollering a greeting to some one too far away to talk to, HEY?! Now as with a lot of words it has been bastardized to mean the same as hello.
Kinda like tight = nice, cool = good, later = bye
