Nah i think it looks like a lil kid getting angry and upset, waving his arms around his face, or covering his ears because like someone is shouting at him.

it doesn't mean anything specific, it's a picture of a face - the q and the p are the ears, and the >_< are the eyes and the mouth. it's cute lol.
