hot water smells like some kind of chemical- not like rotten eggs or moldy or musty, any ideas?

You said your "hot" water smells like a chemical. If your "cold" water doesn't have the same odor, it must be coming from your hot water heater. Also, if you're on well water, you're more likely to have particles of iron, calcium etc, that may give off a stronger odor when heated up. Don't know about city water, but it could be an increase in chlorine, etc, but you'd think it would affect both hot and cold water.
I think I'd still do a check on that annode rod in the water heater, just to make sure....

It may be an increase in the chlorine from the water treatment plant.

contact your local EPA, they can tell you the test results of your water
