In California they are.

However this has more to do with littering than recycling.

expense of recycling for refill usually outweighs that of regular recycling, since the sterilization process comes into play and the heat needed to sterilize may destroy some of the bottles if not careful. Special machinery for recapping may be required, and the cost of shipping them to manufacturer may not make it worthwhile
