Flaky, or wishy-washy? Are they consistently screwing things up or just a wall flower that can barely make a decision?
It just a lack of character, no inner drive to improve themselves or their lives.

Personally, I hate flaky people. I think they are selfish, they don't understand what they do sometimes hurts other people. So, what causes them to be that way? I think they are inmature, selfish, stupid, they just don't understand how relationships work.

immaturity...this happens alot in high school. people who want so baldy to be at the top of the popularity pool in high school can be flaky because their priorities are wrong.
