"Spybot Search and Destroy", "Spyware Blaster", and Lavasoft's "Adaware". These are all free versions (some have limited functionality), but they all work very well. Use them ALL. They each catch something the other ones don't.

The Antispyware modules included on the Internet Security Suites (norton, mcafee, panda) are pretty bad or mediocre
There is no "Effective Antispyware". The most you can do is combinate the power of two or three Antispyware software
What I do in my Windows PCs
1. Buy a License of Webroot Antispyware
2. ** Demo of Spyware Doctor
3. ** Spybot Search & Destroy (Free)
4. ** AdAware (Free)
** (Do not let them run in the background nor start when windows do) They will eat up your memory
Or buy a mac :-P

(1) Also do an online virus scan to check what other viruses you have in your computer. If it still finds virus and spyware .
(2) If you have not already scanned your comp with spybot do that now .
If it is still slow and you have enough ram .Click start>run type in msconfig and check what is running under start up . If there are just normal programs there
(3) Download hijackthis
(4) Post the hijackthis log on the hijackthis forum for the hijackthis experts to take a look

The fact that you have Norton installed means it's going to slow down your computer. Norton is a resourse hog and will slow down your machine drastically.
Assuming you have Windows XP....
Uninstall Norton via the Control Panel, Add/Remove Programs
RESTART afterwards
For anti-virus, I highly, highly suggest AVG. It's free and has updates almost daily (unlike Norton, which is on average weekly). Follow this link (http://free.grisoft.com/doc/avg-anti-virus-free/lng/us/tpl/v5) to download the FREE version. Once you install it, update it to the latest definition files and then do a FULL SCAN. Remove anythign it finds.
As for anti-spyware, I highly, highly suggest Windows Defender from Microsoft. (http://www.microsoft.com/athome/security/spyware/software/default.mspx)
Download that, update it and do a FULL SCAN.
Many people will argue saying you should use multiple anti-spyware programs. However, I disagree. using those two programs above, you'll be fully covered and they won't bog down your machine like others.

Yes, I would, and do.
You don't want to run 2 virus scanners, as that will cause problems, however, running multiple spyware scanners is a good thing.
I run Spybot Search and destroy, as well as adaware, theses are the top two highest rated free spyware programs.
