Dave's Straw Hat Inn has been voted #1 on Boracay for quite a while now. Although it doesn't have a view of the sea, it's a worth sacrifice. It's just consistently great service.
You won't find anywhere with "complete" amenities (whatever that means). In fact, no hotel matches every single one of your criteria!

Loved NAMI! It may be far from action but it gives you the tranquility, relaxation and security plus having a room on top of a mountain gives you a great view of the beach! You can watch the sunrise in your own balcony while in a jacuzzi! I would love to go back there! Their service is also excellent.
If you love to party they have free shuttle services to the different stations and the shuttle service driver is very nice. =)
