Surely the modern competition is between Stalin and Hitler. There is indeed a great deal we do not know about earlier ages, and the Mongol piling of skulls is horrid, but these two had the means to do it.

I would have to go with Stalin, as he had 15 years -- make that 20 if you add in Poles and Rumanians -- to kill off his own population, and really Hitler had only 4 from the time he decided to go with extermination rather than banishment.

Clearly they were both monsters, but the question is which was the worse.

I found it surprise no one has mentioned some of the more insane Roman emperors yet.

Caligula, the third Roman emperor made his horse a senator, but he was just crazy, having had a fever that almost cost him his life in the middle of his reign.

Didius Iulianus, the nineteenth on the list ruled for about two months in the year 193 A.D. After buying the empire at a public auction, he was assassinated by a soldier. He was rich but that is about all one could say about him, the Roman empire was a better place when he died.

Commodus is another of my favorites. The eighteenth emperor of Rome, he tried to rename the eternal city "Colony of Commudus" dressed up as Hercules, fought in the Colosseum as a gladiator and completely ignored his duties as an emperor, enjoying a life of luxury and doing all kinds of naughty things in a villa outside of Rome when he wasn't playing gladiator.

There is of course Nero, Rome's fifth master, who burnt down a part of the city to make way for his "domus aurea" (golden house) and demanded that the population of Rome assemble to hear him play his music (there is a rumor that women gave birth during his performances). He committed suicide only after asking some of his few remaining followers to go first to show him how to do it.

There have been many cruel and vile dictators throughout history. Emperor Nero brought Rome to the brink of ruin, killed people on a whim and took great pleasure in satisfying his insane desires.

Genghis Khan, and his succesors (above all Tamerlane) massacred millions in their conquests, wiping out entire cities. However, Asia was relatively stable during their rule, and links between West and East grew during this time.

Adolf Hitler was a mad dictator, who plunged Europe into terrible war, sought to conquer the world and merciless persecuted gays, gypsies, and above all Jews. Though he and his followers pursued the systematic destruction of these minorities, Hitler did, in his own twisted way, seek to protect Germany's interests. If you were a blond haired, blue eyed German, you were fine under his rule.

Mao, leader of the Communists in China, was the cause of unimaginable death and suffering. Through his attempts to modernize China, and bring Communist rule to more of the world, millions starved, and many more were massacred.

Of all the dictators, I believe Joseph Stalin was the worst. Not only did he betray his former allies and enslave Eastern Europe, and pursue a highly destructive war of vengeance against Germany that cost millions of lives on both sides, Stalin was cruelest to his own people. 20 million Russians died during WWII, many as a result of Stalin's ruthless pursuit of victory, and many millions more died in camps because of the dictators paranoia. His actions led largely to the Cold War.

The most deadly was Chaiman Mao as he starved millions of his own people to death.

Stalin also killed and persecuted millions of Russians and other Eastern Europeans however he did help concur Hitler.

Pol Pot of Cambodia killed millions in a small country with a much smaller population that USSR and China so to scale he was most likley the worst as he killed a larger portion of his population than any other.

Pol Pot. Fully paisd up member of the 'Complete Loonie Club'. Closely followed by Robert Mugabe. If you think about it, Stalin, Hitler, Mao, The Roman Emporors all had a back political party. The two I have named were/ are lunatics in their own right.

Stalin evilist man in histroy....
there's thought that the alies should of appeased hitler in 1939 joined forces and attacked the soviet union..
i wonder how the world would be now.. would the holocaust have happened with the allies keeping tabs on the nazis?

2nd hitler horrendous what he did to the population of europe...

Pol Pot and Stalin killed millions of their own people for God only knows what reason.

Hitler caused over 30 million to die and would probably trebled that if he'd won WWII

Genghis Khan did a lot of damage too. I guess there are loads in ancient history we don't even know about
