Have you tried a cool purple tone? Since hazel is green and brown, a cool purple will have tones of blue and purple in it. Blue is great for making brown eyes stand out and purple is great for making green eyes stand out. You don't want to use an eyeshadow the same color as your eye as the two will just be competing in color and it won't look right. Opposites attract.
This will seem a little odd, but open up Paint and you can find the opposite color of hazel eyes. If you don't know how to use paint, double click on any color, and in the fields on the right enter in 45 for HUE, 80 for RED, 79 for SAT, 85 for GREEN, 60 for LUM and 43 for BLUE. This is about a hazel color. Then fill your screen with this color, and click on the Image tab at the top and then click Invert Colors. An eyeshadow of this light purple/blue will suit you best. If you have darker skin, don't apply as much or choose a slightly darker shade.

It depends on the color in your hazel eyes. You need to decide what color in your eyes you want to draw out. I have hazel eyes and they are more green than brown. A burgundy color or purple brings out the the green. If they are more brown, then green or brown will draw out the brown in your eyes.

Almay has shadows and I can't remember what they are called but if you go to a store that has Almay and on the shadow is will say to "to bring out the hazel in your eyes" not only do they have shadow they also have the eyeliner and mascara. It works really well. I have hazel eyes also and I love my shadow.

I have always found that a plum colored shade made my hazel eyes really pop.
