Everyone's opinion is different on this subject...I don't thinkit means that you look sexy, but I do believe it means you have a strong feeling for a person.
I think that loving someone and being in love with someone are 2 different things!

The words "I love you" mean that you love everything about this person, and so of course, if its love for your partner that you´re talking about then saying that you love how sexy they are is a part of it. But it doesnt directly say that "you look sexy", unless you insinuate it that way.
