Whether online or offline any importer needs licence. However, in your case you are not a regular importer and hence you have to file bill of entry on receipt of delilvery order from your carrier(airways)/CHA(customs house agent) by paying Rs.2000/- to customs and can take delivery of it. Before that you can check up www.ieport.com for the kind of exemptions in duty for your material to be imported and can claim such exemptions while filing your BoE(bill of entry)

You will be allowed to use it for not more than three months, after which, you will have to change it into a Philippine Driver's License. Some would rather come with an International driving license, which is honored, not only the Philippines , but also in many other countries!

You have to load the map software in it for a specific country or location. As long as you have the map software and GPS system signals can triangulate your location wherever you are it should work. The way it works is it places your location on a map based on input from the GPS satellite system. Not all of them work in Europe and South America so I doubt it would work in India. your best bet is to purchase one in India that has been configured for India with the local map software.

Yes, I think you have to pay custom duty. Custom dept. will hold your package and contact you and ask you to pay and collect your package.
