You may want to double check the CDROM Manufacturer for updated drivers to install for the CDROM. When you hit "Scan for hardware changes", the computer will ask you to decide which driver to install, or to let the computer do it automatically. Manually choose the updated driver, if it's available.
2b - If it is working properly, check the physical drive for obstructions in the tray or or physical damage. Also, try using different kinds of CD's such as music, or data CDs.

try anyother cd if other cds are working then, cd rom is working properly.
2nd use cd rom cleaner, speical type of cd to clean lense of cd rom.
3rd if still not work, it required the repair, raplce with new or got to any comp hardware shop for repairing

Sounds like the drive itself is bad. It is usually held in place by a couple of screws and two plug in cables. You should be able to change it yourself (or ask a "geeky" friend to help you). Should be a 10 minute job.
