normally you add some acetic acid in the eluent for TLC for keeping weak acid organic compounds protonated, so they don't make the so called "flames" on TLC and they will move making nice round spots.

Usualy, when you use HOAc in the solvent of a TLC is because acid is required to solve de product, to get de free acid of the product or to have a strong polar phase.
