We had water that would collect in front of our door and freeze all of the time. We tried a rug, but if you forgot to take it up, it too would usually end up iced over.
We bought one of those real thick rubber welcome mats that are patterned after metal. The water flows freely underneath ours. While it still freezes on the porch, the rubber mat edges are higher, giving you a firm surface to walk on.

I am assuming that you are trying to cover a walkway or porch that has become slippery with ice. I would try to find a rough natural fiber rug (like the boot scraping kind) and place it upside down on the slick area. These are available at most discount stores, but they are limited as to the size available. If you are trying to cover a side walk, I would find a runner, that has a rough texture , but no rubber backing, and again, try to find a natural fiber.
If neither of these ideas work, then try to find an ice-rink in your area and see what they use. I have seen them use rugs to cover the ice when they have singers, etc.
The reason I say find a natural fiber rug is so that it can be dried if needed, and will adhere to the ice better that a synthetic material. You will want to put the rough side down so that it will "grab" into the ice, and not slide around.
By the way, You have come up with a great idea.
