About developing a technique for my Misdreavus in Pokemon GSC?

Question

I have two questions, so that I may develop a good strategy for my Misdreavus in my Pokemon Gold version. (I know it's an old game, but I still have fun playing it, 'kay?):
One: Will the move SAFEGUARD prevent yourself from getting KO-ed when you use the move PERISH SONG?
Two: When you use MEAN LOOK, will the opponent be unable to switch out, even if you switch your own Pokemon out?

I like those games too I beat you to that strategy, though. Safe guard will not protect you and If you switch the trainer can switch like instantly-like they cheat or something. Misdreavus is a cool guy anyway.

I would use Perish song and destiny bond(breed with gastly/haunter)and maybe mean look or other ghost moves(nightshade, even try learning explosion from haunter or gengar[If they dont learn that naturally, there is a tm in yellow/blue/red versions.

Aside from all that if your doing battle tower in level 10, teach a charmander dragonrage from a tm in y/b/r/ COOL
