www.tripod.com it gives you 20 Mb, or at least that's what they give to me, four years ago. It also lets you manage your files by ftp (which is far more convenient than using a "filemanager").

If you just want to upload files, www.badongo.com or www.4shared.com

Geocities gives you 12 Mb, but you can't manage your files by ftp
