What does it mean? Is it a fictional character like "Lil Miss Muppet" or "the old woman who lived in the shoe"?

good question. i've only heard it in the context of children teasing each other... as in "nanny nanny boo boo, you can't catch me..."
my guess would be something like the boogyman, or baba yaga... a folkloric witch. Nanny and Baba mean pretty much the same thing... "grandma" or "old woman", and "boo"... scary.

Probably the name of some old ugly witch or hag someone came up with to scare little kids into doing things. Problem is , sometimes when these characters are "created" they do sometimes tend to take on a "life" of their own. Power of the mind, you know.

never heard of it, I've heard of Na Na Na boo boo, you know like, a child making fun of another
