Photoshop has a slice tool; you slice your canvas up and then there is an option that saves it as HTML.
If you showed the HTML it generates to a professional web developer they will shudder at how bad it is though.

You can't convert jpg to HTML. Once you save an image as jpg in Photoshop, the text is converted to graphics. There's no way of getting it back to text again.
It's a very bad idea to create a website in Photoshop, as each page will be a huge image file. You need to learn HTML, or use a web design tool like Frontpage.

Agree with the last guy use Front page as it's a lot easier plus you can check and see what the code is to do it in HTML. so you can than do it easy in front page and then try the same thing in HTML and see where you've went wrong

impossible without learning html you at least need to know image mapping and then you can slice the image up into html link buts thats a deadly bad way to make websites seriously learn html you will be surprised how much easier it is
