There are a lot of scam operations that prey on the vulnerability of vanity in people. Some do actually run legitimate representation for their talent, but without a vested interest there is little motivation for them to promote someone. In short, it's the path of least resistance to making a profit. Self-representation with some involvement with talent management agencies is the most likely avenue, if you don't promote yourself - who will? There are quite a few websites that offer hosting of webpages for various types of talent.
