I mean for example, the CEO of a company get a abundant salaries, so I guess the motivation is clear, but what about government workers or executives, are they have the same motivation, thus have great salaries too?

Everyone's motivation is different.

Some people work only for the money. Some people define who they are and what their worth to society is by their job. Some people thrive on whatever power their job gives to them. Others need to find social value in their job (e.g. Someone who helps the disabled, poor, ex-convicts, or animals. Or perhaps someone who works for a company that is trying to achieve the same social goals as them like pollution reduction or promoting gun rights.)

I don't think you can say that one field necessarily attracts people with one certain goal. For example, a college professor may have chosen that career for the money, the power, the prestige, the chance to form young minds, the job security, the working hours and summers off, or any combination thereof. Or, he could just be an old perv who likes hanging out with young girls.

Who knows?

Government jobs provide a tremendous amount job security, they are pretty much recession proof. Your question is somewhat unclear as to what you are really seeking insight on. Not all government workers are CEO's and Execs, so I would think that for each worker their drive is charged differently. All in all I think what you are really asking, Is "Power" the motivating factor for the upper echelon political leaders and government executives? And the answer to that is an affirmative yes. From what I hear, the upper level government employee has it better than the private sector exec...I hope that helps.
