I think that Doc Fate wins easily here. I don’t think he’d harm Xavier, though—once he mystically learned who he was and that he meant no harm himself, he’d replace his memories with something innocuous and send him on his way.
Doc Fate vs, Doc Strange would be a much more interesting challenge. You could call the story “Second Opinion.”
