There's is no one, short simple answer to this question. When choosing the type of makeup to wear alot has to be considered before simply going out and purchasing anything. Here are some things to consider before deciding.
1. What kind of skin type r u. Is it combination skin, oily, dry etc.
2. Exactly what do u want the makeup to do for u? Cover up just enhance your features etc.
3. Find your proper shade u can't simply say am black and buy a makeup for that. U have to know if its cocoa brown or tar etc.
Here's something that will help u alot go to a cosmetic store and ask one of the consultants for assistance they usually help u find the makeup that makes u look great. U can also visit the site below which matches u to the right shade and order it after. Black Opal is usually great for people of colour.

Depends on what make-up you are considering. If you have clear skin, don't bother with foundation and just wear powder. Use black eyeliner and mascara. Burgundy looks great on dark skin as well as a bronze color with a little shimmer. You can a use blue-grey too. You can also get fashion magazines and see what the models are wearing. If you are in the mood of trying stuff out, don't go out and buy expensive product right away, because you don't want to waste your money if you don't like it. Look at Halle Berry, she doesn't cake the stuff on. A little bit of color goes a long way. You don't want to detract from your natural beauty either. Just have fun with it. Oh, and using black liner for your lips is not the best way to go. If choose to do so, you want to go light on it and tone it down a bit before applying lipstick. Blending is the key.

Being of a Dark skin complexion you are lucky because we are able to wear almost any Color, so have fun. First figure out if you have a bluee or a yellow undertone. If your blu go for the cool colors such as green or Burgundy, If your yellow go for the warm colors like pink and red. Just have fun. It's not the color its how you put it on. Try Gold that my Fave!

Black by color as opposed to being black by...fire? I'd use the same make-up in either case but I have no idea what kind that would be.

YOu souldnt use anything really bright becaseu that stands out to much. you should just use something shiny on your lips, nothing red like that. you cold wear mascara, and some dark eyeshadow like a dark violet a dark tan. nothing like white or silver
