The idea of the scheme is that people who are on benefits or pensions or are students can use all the facilities at a reduced rate.

The name of the scheme will be used for marketing purposes but it mustn't sound as though it is for paupers (such as calling it the low-income scheme). So, it must sound attractive to those who need it but not too attractive to those who don't (who may question why is it that they pay a lot in taxes and don't get discounts etc and why can't we join the low cost/all the benefits scheme).
A name that also conjours up health and fitness would be good.
Names such as reach, jump start, connect, boost have been suggested.

BPM Scheme (Beats Paying More)

Of the top of may head, using the BPM in big text and in footnote or in lower text Beats Paying More.
The BMP scheme can be related to Beats Per Minute, so works in with the health & fitness area. I think is suggests that the scheme will make member 'beat paying more'

How about something like Life Line, Health Way, Skip - to - it...

It's hard to steer away from trying to call it something that it is, so the way to promote it is by concentrating on the fitnes side of things. Personally the names that you have been suggested are simple, straight to the point and pretty catchy.

my local leisure centre has a similar thing, they call it the Leisure Passport. i thought that was quite cool
