C = Chief
F = Financial
O = Officer

In standard terms it's been related to Chief Financial Officer, which is a title one person has.

But sometimes they used as well for a department which supports the CEO (Chief Executive Officer) without having 1 financial person and in that case it means Controlling Financial Organization or Office.
