They can attach it to the front door. They can also slip it through the letter box (this is known as letter box service). They might also send it by recorded delivery and curiosity would send you to the post office collection depot to pick it up.

To serve a notice on a council property for possession is a very long procedure so clearly you can't of paid your rent etc for awhile . It's not a over night thing they will of tried to contact you on many occasions to resolve this matter. Once papers have been served you can still make an arrangement with the council to stay in the property as long as you keep up to date with the rent . The notice will seize after a year.
If they can't serve the notice within a period of time they will assume the property is empty. They will gain the necessary papers etc from the courts which will allow then to gain entry to the property to reclaim it back .
Personally I would contact your housing office to see if you can reach an agreement to resolve this issue before you are made homeless .
I worked for the council for 3 years and the last thing they want to do is make someone homeless . They is numerous ways they can serve the notice you can't escape receiving it.

They will put a notice on the front door and then in about 30 days put one of those metal doors on and the same on the windows so that you cant live there anymore.

they will stick it to the door and leave it for say two weeks and it will be deemed to have been served - go to the CAB for advice.

I have seen them stuck to front doors or on windows.If there is never anyone there they may assume it is empty and board it up.
