When you are not as secure or safe as you think you are, like someone who throws their arms out as the jump off a bridge on a bungee, not realising that they forgot to fasten the other end to the bridge.
It is the opposite of the "belt and braces" approach.

You get up one morning and enjoy a nice breakfast of bacon and eggs. You kiss your wife (or husband) good-bye and head to the office. When you arrive you are setting up the coffee machine to make your first cup of java. You are secure in the fact that this will be another day as bland and secure as the past thousand or so days you've spent in this job.
Then you glance out the window and see something very strange: An airliner headed straight at you. You are in the World Trade Center on September 11, 2001 and your security is about to be shown to be false.
Most Americans are now living with that same false sense of security.

You think you're safe when you're not...you put in an elaborate security system, and don't buy a gun....you still have to survive until the police get there from whence they came...
You keep your doors locked while in your vehicle...and forgot to remember "smash and grab"....
You lock your valuables in the hotel safe, forgetting that the maid has a copy of the key...

It is feeling as though you are safe when you are really not.Whether it be a relationship or a situation where you are feeling a sense of comfort when there is nothing to be comfortable about at all.
