Well, busy work is generally something that can wait for later, so a manager interrupting it isn't a big deal. When a manager is setting goals with you, they're saying that they think more of you than just someone who punches in, does enough to keep from getting fired, and goes home. They want you to show the effort to go above and beyond because they want you to move up, and setting goals and achieving them is part and parcel to a greater status in the company.
