but they still try to call him he doesnt take their calls he is worried they might send someone to kill him ,they dont have information more than a copy of his driving licence, can they do this, what shall we do more than going to the police

They won't send anyone. They'll hassle him until they realize it's not worth investing more time.

Actually I would suggest getting a new dl and if his dl number is the same as his social security number get that changed as both these items can be used in identity theft and then yes contact the fbi and police as both groups have task forces (Usually) for this stuff.

If they have tried to call him on the telephone, then you have a very good means of tracking them down. Get in touch with the police.

They are not going to kill him...they are just trying to scam him out of more money. try going to the police, and maybe they can catch these guys.
