Because it's not easy to dress in a phone booth. Wait til they're aren't anymore booths and he'll have to change clothes in his cell phone.

he dressed so that people like u may come to know that he is wearing underwear. Moreover,that region is a quite sensitive part so his underwear might be acting as an armour to protect it while he fights with his enemies. and all this shows his smartness
