Ionisation energy is the enthalphy change which occurs when 1 mol of gaseous ion produces one mol of electron and it's positively charged gaseous ion. Basically its the energy from that reaction and it measures the attraction of an electron to it's neutral atom (for 1st IE).

Ionization energy measures the strength of attraction by the nucleus of a given electron.
If ionization energy is low, the electron can be easily removed and the atom is electropositive. It is the case of the alkali, thirst column of the periodic table

If ionization energy is high, the electron is difficult to remove . It is the case of the noble gazes
