In the US, many universities award the M.Phil. to doctoral candidates when they've completed all requirements for the Ph.D. except the dissertation.

True, but the MPhil is a MASTERS in Philosophy and a PhD is a Doctorate in the same. Both are research degrees, the frist being the lesser of the 2
