I had to reformat because my laptop would do nothing - I could not access anything. I used my Toshiba instalation disc to re format.

if you only re-formatted the disk and did not re-installed windows yet, then you have a small chance to un-format the drive. Therefor you need a specific data recovery software.
On the other hand, not every program in windows can be copied from one pc to another, there will be registry settings and sometimes even files from your application in the windows folder
