Yes they do. They are born withboth sets of gentialia. The parenst can opt to have the child given the gentialia that the parenst decide on when the child is a baby. But some parents let the child go on with both gentialia until the child/teenager decides.

Most people who are born with two sets of secondary sexual organs have the decision made for them at birth by doctors, parents or both, who decide whether the baby will be a boy or girl and remove the "extra" organs. Some of these babies, when they get older, "feel" or sense that something is missing even though of course they do not remember the operation and probably have not been told about it. Some of them then decide to undergo a transexual operation in adulthood, because the gender not chosen by those who made the choice in their infancy is the one they feel more to be theirs.

The only exceptions I know of is where the "second" set of organs is small enough to go unnoticed or be ignored. I know a couple of "lesbian" women who also have, in addition to all the female organs, underdeveloped male organs which were not removed. These women have hairier facial complexions and deeper voices than is the norm for women. They generally try to keep their hermaphroditism a secret, but usually their lovers or ex-lovers leak the information within the community and so I know about these women, but they don´t know that I know.
