I want to rent a hall and do like a one hour session twice a week with small children. like a one hour fun session to teach them a foreign language using play and songs.

Well I'd say the most important thing is that everyone dealing with the children must be CRB checked -- it's not a legal requirement but if you don't you're opening yourself to all sorts of trouble.
