How do I get to the mutai tower in the Asian village..."yuffie's town"

You'll need to first catch Yuffie after chasing her in town. Then save her when she's kidnapped along with the girl from turks. After finding and saving them she'll give back the materia and you'll be able to enter the mutai tower.
