I'd say that at 26 I am nowhere near achieving my full mental potential. I would guess one day before I start to suffer senility my mind will have reached it's peak. Probably somewhere 65 - 85 years old.
As long as I keep doing new things and reading new books I will keep learing and my mind will keep developing.

what does intellectually developed means. You learn until you can. if you are asking about potential it is also relative, some develop their potentials earlier some later, you can take up for example genius children, there encyclopediasts who are barely 12 and can solve math puzzles that professors cant. It is relative, depends on particular case.
